[shift] + [letter] hotkeys are now enabled by default using javascript.

In the past, the following tweak was made, but is no longer needed:

First open about:config in a new tab.

filter:
ui.key.contentAccess
0 - off
1 - shift
2 - ctrl
4 - alt
8 - meta

sum values to combine modifiers, eg 3 = ctrl + shift
